Establishment of a Wastewater Decision Support System (WWDSS)
The Water and Wastewater Management Programme (WWMP) is implemented by GIZ on behalf of the German federal Ministry of Economic Cooperation and Development (BMZ). The programme is supporting the Egyptian Holding Company for Water and Wastewater and its 25 Affiliated Companies in the sustainable improvement of their services. Current estimations state that only 50% of Egyptian households have access to sanitation services. The insufficient management of wastewater has devastating effects on public health, agricultural productivity and the environment.
One crucial programme activity in this regard is the establishment of decision support systems for water and wastewater (WWDSS). These IT systems contain hydrological, demographic, geographic and socio-economic data that is continuously updated by staff of water and wastewater companies. Based on this data, WWDSS generates information on where and which type of infrastructures need to be constructed in order to assure quality sanitation services to the entire population. It also shows the investments necessary for those infrastructures as well as the rate of return. It calculates operational costs and economic tariffs and gives information on the impact for customers and subsequent regional development.
WWDSS allows decision makers to prioritize planned infrastructures and to channel investments based on the highest need and the biggest impact for local populations. The system generates pre-feasibility studies automatically and, thus, reduces costs for project preparation tremendously while assuring a high quality standard.
The Wastewater Decision Support System is already country-wide established and will be combined with a similar IT system for drinking water infrastructures.

The objective of the establishment of the Wastewater Decision Support System (WWDSS) is to assure that planning of large and medium-scale sanitation infrastructures in Egypt correspond to the actual needs of local populations while aiming the highest potential impact on the access and quality of service delivery. WWDSS will further allow the efficient and transparent use of large-scale public and private investments. The combination of WWDSS with a similar IT system for the production and distribution of drinking water should assure the sustainable management of water resources.
WWDSS is established in all wastewater companies in all Governorates in Egypt. The system will allow a targeted and efficient use of investments. It generates per-feasibility studies automatically which reduces project preparation costs substantially. In the mid- and long-term it will help safe financial resources and attract further investments. The costs for updating data and maintenance of hardware and software are minimal. The combination of WWDSS with a water decision support system will contribute to sustainable management of water resources in Egypt.
