Creating the first pan-African water and sanitation law and governance platform (RENEWAL); Establishing a water and sanitation legal technical unit (the Blue Phone)

Purpose

To pilot an urban sanitation technical policy support service for sanitation partners and governments and to develop an Africa water and sanitation law and policy analysis platform

Activities

To create the RENEWAL platform, the CWSC has research teams located in each of the five pilot countries who are responsible for collecting and cataloguing laws, regulations, and policies across all sectors and jurisdictions, objectively analyzing collected materials, and critically evaluating resources for shortcomings, gaps, inconsistencies, unintended consequences and strengths.

As part of the collection process, the University of Nairobi and AfriLaw are conducting Qualitative Assessment Questionnaires (QuAQs) (i.e. interviews) with different types of stakeholders to better understand how the law is being implemented and enforced as compared to what is required (or not required) as written in the law. This information will be presented on a free, online platform in an accessible format so that everyone - from decision-makers and academics to citizens and children - can use this information and be actively engaged with these issues.

Objectives

Through the "Research and Evaluation of Nexuses of the Exploitation of Water in African Law" (RENEWAL) initiative, the CWSC is creating the first pan-African water law platform to empower countries to achieve the SDGs, sustainably manage their water resources, and safely and affordably provide water and sewer services to all peoples.

With the creation of the Blue Phone (Building Legal Understanding and Engagement), the CWSC is able to provide information and analysis about water and sanitation laws and policies across Africa as permitted by law.

The CWSC's five partners include: Le Programme Africain pour le Développement Economique et Social (PADES) in Cote d'Ivoire, the University of Nairobi in Kenya, the African Law Foundation (AfriLaw) in Nigeria, Baker and McKenzie in South Africa, and the University of Bahri in Sudan.
