Content - Summary

This study shows that a wide spectrum of finance arrangements has been used with varying degrees of success. Experience teaches that sanitation, like other goods with significant externalities, does not “take care of itself,” especially among the poor. The study makes a strong argument for the benefits of appropriate public investment in sanitation. The challenge is to define appropriate approaches, shares, and mechanisms to finance sanitation for the poor that match the specific local context.
