La iniciativa tiene como objetivo ampliar el servicio tradicional de alcantarillado sanitario, a un concepto integral de recolección y tratamiento de aguas residuales. Para las viviendas ubicadas en las zonas donde existe alcantarillado sanitario la recolección se seguirá haciendo mediante este sistema; mientras tanto, para las viviendas ubicadas fuera de las zonas de cobertura y que cuentan con un sistema individual para tratamiento de aguas residuales con absorción al suelo, como tanques sépticos y similares, el servicio comprende la recolección de los lodos fecales y su transporte hasta la planta de tratamiento para su disposición final.

Los ingresos generados en la prestación de los nuevos servicios de recolección y tratamiento de lodos fecales se reinvertirán en proyectos dirigidos a ampliar la infraestructura de las redes de alcantarillado sanitario y plantas de tratamiento, para que en el mediano plazo la mayoría de la población tenga acceso a esta infraestructura.


Objetivos específicos:
I. Complementar legalmente el alcance de la prestación del servicio y la regulación existente, incorporando responsabilidades, modelos y actividades relacionadas con los sistemas basados en el manejo de lodos fecales;
II. Implementar sistemas adecuados para el tratamiento y uso de lodos fecales;
III. Implementar un modelo de recolección programada de lodos fecales, con tarifas definidas estratégicamente.
