This manual was developed by WaterAid Timor-Leste as a means to integrate gender inequality as a significant consideration in its water, sanitation and hygiene (WASH) programming at the community level. The Manual aims to foster and encourage change towards greater gender equality.
The approach is not to conduct formal ‘training’ but to facilitate opportunities for dialogue between women and men in communities in order to build a shared understanding of the way things are currently done in relation to WASH, and how this can be changed to be fairer. It encourages women and men to develop insight into the benefits the whole community can enjoy as a result of change that makes gender roles and relationships more equal. The manual is to be used by trained and skilled facilitators; this requires considerable investment in training for the facilitators.
