Content - Summary

Le recouvrement des coûts constitue encore aujourd’hui l´un des principaux obstacles dans la recherche d’un approvisionnement durable en eau dans les pays en voie de développement, en dépit d’efforts importants dans ce secteur au cours des décennies passées.
Le présent document souhaite cependant, proposer la mise en place d’une stratégie de recouvrement des coûts dans une plus grande perspective. Le recouvrement de coûts ne devra pas être vu seulement comme une tentative pour appliquer une série de mesures correctives à la perception insuffisante de recettes, mais plutôt comme une approche intégrale qui peut être planifiée dès le début. Cette stratégie repose sur une série de facteurs mutuellement dépendants qui ont été groupés en deux grands chapitres à savoir, le Plan de recouvrement des coûts et la Mise en pratique du recouvrement des coûts.
