Brainstorming on Supporting Panchayats Need for Inclusive Water Supply and Sanitation

Greetings from the SuSanA India Chapter.

As Panchayats gear up for the long haul to provide water and sanitation services to all in their communities, they need support with technical and financial capacities for planning and management of these services. It is critical to understand what skills are available, and what are required, at various levels to help them.

The central question is, how can the Gram Panchayats be empowered to work as equal partners, not as contractors or funders, with the line departments and service providers.

We invite you to attend a brainstorming session being conducted by the India Chapter of the Sustainable Sanitation Alliance, IRC, WaterAid, UNICEF and India Sanitation Coalition to understand how this can be made into an opportunity to empower Panchayats to move beyond just infrastructure creation to sustainable service delivery with a rights-based approach.

Structured as a roundtable, the brainstorming session will bring in perspectives of local government leaders and NGO leaders from around the country. Yogesh Kumar, Samarthan and Ruchika Shiva, IRC, will facilitate the discussions.
Speakers at the webinar will cover

1. Case studies and lessons from the field where Panchayats have worked as equal partners with the government and service providers to plan, execute and monitor water supply and sanitation. Based on these, they will provide inferences about the technical and managerial capacities that exist and are needed in Panchayats and VWSCs to effectively run SBM II and JJM.
2. They will examine the potential role of implementation support agencies. Where are they needed most - district, block or panchayat? What are the identified areas of support that ISA’s can provide? What are their capacities to fulfil their role? Is there a larger role for ISAs in rural WASH programmes in the current circumstances?
